Today, RSI releases a series of key performance indicators (KPIs), which we — and other observers — can use to hold the Independent Commission for Reconciliation and Information Recovery (ICRIR) accountable, including by monitoring its compliance with human rights laws.
KPIs are quantifiable measures of performance over time for a specific objective, evaluating the success of an organisation or a particular activity. We have formulated 58 KPIs, using existing requirements in human rights laws regarding the effective investigation of killings and other serious harms, along with other established international standards.
The UK government created the ICRIR in December 2023, with the objective to provide information to families, victims and survivors of Troubles-related deaths and serious injury and promote reconciliation. It has been operational since May 2024. Victims, survivors and their families have strongly criticised the body since its creation, while legal proceedings remain ongoing about the ICRIR's ability to fulfil its obligations to effectively investigate serious crimes.
