Rights Watch (UK) welcomes the Committee of Ministers of the Council of Europe call for the UK to ‘take all necessary measures’ to bring to a conclusion the investigations in the McKerr group of cases. We also welcome the Committee’s encouragement of the UK to take measures to improve the administration of justice in historic cases in Northern Ireland.

“We thank the Committee of Ministers for taking the time to closely scrutinise this important group of cases, and to give regard to submissions of Rights Watch (UK) and other NGOs. The families in the McKerr group have waited far too long to receive an adequate investigation of their cases, and it is welcomed that the Committee of Ministers have urged the UK to resolve them ‘without further delay.’
We also support the call for the implantation of the Hass proposal for the creation of a Historical Investigations Unit, and to undertake actions to improve the working and effectiveness of the existing accountability mechanisms in Northern Ireland. We support the call by the Committee of Ministers for more to be done to reduce the causes of excessive delay in the Inquest system. We provided detailed submissions on the workings and reforms of the Inquest system and are pleased the Committee have taken up our call for more information to be given on the content and timing of the planned review of coronial law.”
